Proposed Access Guidelines for Camping Facilities

The Regulatory Negotiation Committee reached conceptual agreement on the scoping and technical provisions for trails, outdoor recreation access routes, beaches, camping areas, and picnic areas at their January 1999 meeting. Staff have further refined the language to be more consistent with ADAAG.

 X.11 Minimum Number: Where camping spaces are provided, they shall comply with X.11

EXCEPTION: Where camping spaces are designed for both tent camping and recreational camping vehicle or camping trailer use, at least 50 percent of the multi-use spaces shall comply with X.11.1 and the remainder shall comply with X.11.2.

X.11.1 RV and Trailer Spaces. Where camping spaces are provided which are designed for the use by recreational camping vehicles or camping trailers, accessible camping spaces shall be provided in accordance with Table XX and shall comply with RV.

X.11.2 Tent Scoping. Where camping spaces are provided which are designed for use for tent camping, accessible tent camping spaces shall be provided in accordance with Table XX and shall comply with TT.

X.11.3 Camping Shelters. Where fixed shelters are provided for camping, accessible shelters shall be provide in accordance with Table XX and shall comply with KK.

RV. Recreational Camping Vehicle and Trailer Camping Spaces. Recreational camping vehicle and trailer camping space required to be accessible shall comply with RV.

RV.1 Parking Space. The parking space shall have a width of 20 feet minimum.

RV.2 Other Camping Elements. Where provided, the picnic table, grill, fire ring, and other elements provided within the camping space shall comply with the applicable sections of ???.

RV.3 Signage. Use of the international symbol of accessibility at accessible campsites. Signage would not be required where all sites are accessible. It was also agreed that signage should not be required where there is a reservation system. Since this is something that cannot be included in ADAAG, the committee will provide commentary in their report and make a recommendation to the DOJ to address this issue in its regulation.

• Where locator maps are provided, accessible features need to be identified.
• A recommendation in the appendix to provide a locator map where possible to indicate accessible features.
• Where locator maps are provided in picnic areas, accessible features need to be identified.
• Signage for trails was tabled until further discussion occurs on the technical and scoping provisions.

TT. Tent Camping Spaces. Tent camping spaces required to be accessible shall comply with TT.

TT.1 Parking Space. Where parking is provided within the tent camping space, the parking space shall have a width of 16 feet (van space size) minimum.

TT.2 Other Camping Elements. Where picnic tables, grills, fire rings, utilities, tent pads, and other camping elements are provided within the camping space, each provided element shall comply with the applicable sections of ???.

TT.3 Signage. [see note above]

KK. Shelter Camping Space. Cabins and other sheltered camping spaces required to be accessible shall comply with KK.

KK.1 Parking Space. Where parking is provided within the shelter camping space, the parking space shall have a width of 16 feet (van space size) minimum.

KK.2 Other Camping Elements. Where provided, the picnic table, grill, fire ring, and other elements provided within the camping space shall comply with the applicable sections of ???.

KK.3 Shelter Elements. Entrances and other shelter elements shall comply with the applicable sections of ???.

KK.4 Signage. [see note above]UU. Utilities. Electric, water, sewage and other similar type utilities required to be accessible shall comply with UU.

UU.1 Controls and Operating Mechanisms. Controls and operating mechanisms shall comply with 4.27.

EXCEPTIONS: 1. 4.27.3 and 4.27.4 do not apply to sewage hookups.

EXCEPTIONS: 2. 4.27.4 does not apply to hand pumps.

UU.2 Water Spouts. Fixed water spouts shall be located 28 inches minimum to 36 inches maximum above the ground or floor surface and shall be centered at the edge of a 60 inch minimum by 60 inch minimum clear space.

UU.3 Clear Space Slopes. Clear spaces required UU.1 shall have a 2 percent maximum slope in any direction.

EXCEPTION: Where surface conditions require a slope greater than 2 percent for proper drainage, a 3 percent maximum slope is allowed.

TP. Tent Pads and Tent Platforms. Tent pads and tent platforms required to be accessible shall comply with the applicable sections of TP.

TP.1 Size. The tent pad and platform shall include a 48 inch minimum wide clear ground or floor space surrounding the tent.

EXCEPTION 1: Under certain conditions (to be determined by the committee) the width of the clear ground or floor space is permitted to be 36 inches minimum.

TP.2 Surface - Tent Pad. The tent pad shall have surface which is firm and stable and designed to allow use of tent stakes and other securement devices.

TP.3 Surface - Tent Platform. The tent platform shall have surface which complies with 4.5 (except for slip resistance).

TP.4 Slope. The tent pad and platform shall have a slope which does not exceed 2 percent in any direction.

EXCEPTION 1: Where surface conditions require a slope greater than 2 percent for proper drainage, a 3 percent maximum slope is allowed.

TP.5 Edge Protection. Curbs, walls, railing, or projecting surfaces that prevent people from slipping off the tent platform shall be provided and curbs shall be 4 inches high minimum.

TP.6 Connection. The surface of the tent platform shall be accessed by either a ramp, by transfer, or directly from the adjacent ground surface.

X.12 General Recreation Camping Vehicle Parking.

X.12.1 Number. Where recreation camping vehicle parking is provided, at least one parking space shall comply with RVP.

EXCEPTION: This section does not apply to recreation camping vehicles provided within individual camping spaces.

X.12.2 Campgrounds. In campgrounds with recreation camping vehicle or trailer camping spaces, at least one recreation camping vehicle parking space complying with RVP shall be provided in each general use parking area when no outdoor recreation access route connects these camping spaces with the amenities served by each parking area.

RVP.1 Parking Space. The space for the vehicle shall have a width of 12 feet minimum.

RVP.2 Access Aisle. An access aisle adjacent to the parking space shall be 8 feet wide minimum and extend the full length of the parking space.

WARMING HUTS

X.13 Warming Huts. Each warming hut shall comply with the applicable provisions of section 4 and shall contain a turning space complying with 4.2.3.

OUTDOOR RINSING SHOWERS

X.14 Outdoor Rinsing Showers. If one or more rinsing showers are provided at a location, at least one will be a low shower complying with RS.1 and at least one shall be a high shower complying with RS.2.

RS.1 Low Outdoor Rinsing Shower.

RS.1.1 Height. A fixed shower head shall be provided and located 48 inches minimum to 54 inches maximum above the ground or floor.

EXCEPTION: A hand held shower spray unit complying with 4.21 is permitted.

RS.1.2 Grab Bar. Grab bars shall be provided and shall comply with 4.26. In addition, at least one grab bar shall comply with one of the following provisions.

RS.1.2.1 Vertical Grab Bar. Where the shower head is mounted on a post, a vertical grab bar shall be provided under the shower head and shall start 33 inches maximum above the floor and extend to within at least 3 inches of the shower head.

RS.1.2.2 Circular Grab Bar. Where the shower head is mounted on a post, a grab bar that surrounds the usable part of the post shall be provided. The grab bar shall be installed 33 inches (840 mm) minimum to 36 inches (915 mm) maximum above the floor.

RS.1.2.3 Horizontal Grab Bar. A horizontal grab bar extending 18 inches minimum in both directions from the center line of the shower head shall be provided under the shower head. The grab bar shall be installed 33 inches (840 mm) minimum to 36 inches (915 mm) maximum above the floor.

RS.1.3 Controls. Controls shall comply with 4.27. If self-closing controls are used, the controls shall remain open for at least 10 seconds.

RS.1.4 Clear Space. A clear space of 60 inches (1525 mm) diameter minimum shall be provided and shall be located so that the water from the shower head is directed toward the center of the clear space.

RS.1.5 Drainage. Where surface conditions require a slope greater than 2 percent for proper drainage, a 3 percent maximum slope is allowed.

RS.2 High Outdoor Rinsing Shower

RS.2.1 Height. A fixed shower head shall be provided and shall be located a minimum of 72 inches above the ground or floor.

EXCEPTION: A hand held shower spray unit complying with 4.21 is permitted.

RS.2.2 Grab Bar. Grab bars shall be provided and shall comply with 4.26. In addition, at least one of the grab bars shall comply with the following provisions.

RS.2.2.1 Vertical Grab Bar. Where the shower head is mounted on a post, a vertical grab bar shall be provided under the shower head and shall start 33 inches maximum above the floor and extend to within at least 3 inches of the shower head.

RS.2.2.2 Circular Grab Bar. Where the shower head is mounted on a post, a grab bar that surrounds the usable part of the post shall be provided. The grab bar shall be installed 33 inches (840 mm) minimum to 36 inches (915 mm) maximum above the floor.

SELF SERVICE FEE DEPOSITORIES

X.15 Self Service Fee Depositories. Where provided, self service fee depositories shall comply with FD.1, FD.2, and FD.3.

FD. Self Service Fee Depositories. Self service fee depositories required to be accessible shall comply with FD.

FD.1 Signage. In addition to the requirements of section 4, where identification signage is provided, the identification signage shall also comply with 4.30.4.

FD.2 Controls. Controls shall comply with 4.27.

EXCEPTION: The requirements 4.27.2 and 4.27.3 do not apply to drive-up only depositories.

FD.3 Protruding Objects. Self service fee depositories that project into circulation paths shall comply with 4.4.

EXCEPTION: The requirements of 4.4 do not apply to drive-up only depositories.

KIOSKS AND INTERPRETIVE/EDUCATIONAL DISPLAYS

KIOSK: A free standing unit with an open side for interaction with a person staffing the unit or for independent access to information.

INTERPRETIVE OR EDUCATIONAL DISPLAY: A fixed or temporary element that offers information about features, e.g., flora and fauna, historical events, of a specific site.

Comply with ADAAG 4.4 Protruding Objects/Head Room

Comply with ADAAG 4.27 Controls and Operating Mechanisms (includes clear floor/ground space, height, and operations)

Comply with ADAAG 4.1.7(3)(e) "Displays and written information, documents, etc., should be located where they can be seen by a seated person. Exhibits and signage displayed horizontally (e.g., open books), should be no higher than 44 in (1120 mm) above the floor surface."

Comply with ADAAG 4.34.5 "Instructions and all information for use shall be made accessible to and usable by people with [hearing and] vision disabilities."

EXCEPTION: Drive up only kiosks and displays are not required to comply with ADAAG 4.4 4.27.2., 4.27.3.

All must meet technical requirements.

Exterior drinking fountains shall comply with 4.15.
