The city of Scottsdale is seeking candidates with experience in developing, communicating and implementing master plans for non-motorized travel methods, including unpaved trails and paved paths and sidewalks. Experience supervising professional level staff, managing and serving as spokesperson for high-visibility projects/programs, working with volunteers, conducting public outreach/promotion activities, or developing grant applications is also desirable.
QUALIFICATIONS
Bachelor’s degree in Planning, Geography, Civil Engineering, Landscape Architecture or a related field.
Six years of progressively responsible planning or project coordination experience with emphasis in trails, paths and pedestrian master planning and capital project implementation and maintenance, as well as generalized transportation planning expertise, at the local and/or regional level.
A Master’s Degree, membership in the American Institute of Certified Planners, or registration as a Professional Engineer, Architect or Landscape Architect is may substitute for up to two years of experience.
Experience in managing professional staff and/or high-visibility projects/programs, creating funding programs, recruiting and coordinating the work of volunteers, conducting public outreach/promotion activities, acquiring real estate rights, developing grant applications, or preparing feasibility studies is highly desirable.
Must have the ability to listen and to effectively develop and lead public involvement and promotion efforts with citizens, business owners, council members and boards and commissions.
Must have the ability to make technical assessments, prepare detailed recommendations and reports and prepare and deliver effective oral/visual presentations and written reports for various audiences including the City Council and civic organizations.
RESPONSIBILITIES
Serves as the lead planner and spokesperson for the citywide Trails Master Plan and the Bicycle and Pedestrian elements of the City’s Transportation Master Plan. Coordinates City transportation and capital improvement plans with appropriate regional transportation plans and projects. Organizes workloads and manages the performance of a team of planners and participates in the selection and training of staff. Develops operating budget recommendations for the Transportation Planning and Transit Director. Manages detailed project planning and preliminary designs for projects ranging in size from several thousand to several million dollars each. Listens and effectively communicates ideas, technical advice, and recommendations with City Council, boards and commissions, residents, businesses and other groups. Works closely with staff from other city departments to resolve technical and scheduling issues for specific projects. Prepares and negotiates intergovernmental agreements with various agencies. Identifies grant eligible projects, coordinates preparation of grant applications and ensures grant requirements are met. Participates in the selection and management of consultant teams, including day-to-day direction of activities and review of billing statements.
