Job Announcement Number: NPSWASO-08-038 Salary Range: 69,845.00 - 107,979.00 USD per year Series & Grade: GS-0020-12/13 Position Information: Full-Time Permanent Duty Locations: 2 vacancies - Denver, CO Who May Be Considered: Applications will be accepted from United States citizens. Major Duties: This position is located in the Denver facilities of the National Park Service (NPS), Washington Office (WASO) Park Facility Management Division (PFMD), Transportation Planning Group (TPG). The selectees will provide leadership, coordination and technical assistance in the development of national, regional and local level transportation planning activities and projects for the NPS. The selectees have the primary responsibility for leading multi-disciplinary, multi-agency Transportation Planning, Research and Technical Assistance activities in support of transportation planning projects addressing the range of multi-modal transportation needs for the NPS and its partners. Provides leadership and technical assistance to professional colleagues, field offices/units and allied agencies in the development of professional recommendations supporting new and/or improved multi-modal transportation solutions for the NPS and its partners. Responsible for development of Transportation Assistance Group (TAG) team reports summarizing multi-disciplinary, multi-agency review, analysis and evaluation of a broad range of transportation challenges, applied strategies, and multi-modal transportation program activities under a diverse range of conditions. Responsible for providing and/or coordinating expert and authoritative technical guidance to program and project-related activities, which requires a substantial degree of interpretation, innovation, and imagination to promote and encourage the adoption of sound and efficient transportation practices that preserve and protect many of our Nation's superlative natural and cultural resources. Coordinates with NPS park units in working with Federal, State and local partners in identifying potential multi-modal transportation partnership strategies to be pursued at the national level, regional level, and by parks and their partners. Qualifications: Applicants must have the following basic requirements: A. A Bachelor's Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomics and physical elements of planning, urban and regional economic analysis, and development finance. OR B. A combination of education and experience-courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Knowledge, Skills, and Abilities: 1. Knowledge of community planning, urban design, and/or multi-modal transportation system planning techniques in order to develop transportation planning program activities and projects for a large, geographically dispersed organization. 2. Ability to provide authoritative advice and guidance in the planning, design and implementation efforts aimed at producing sound and efficient multi-modal transportation systems and practices that provide high quality visitor experiences while preserving and protecting exemplary natural and cultural resources. 3. Ability to develop management level, project level, and technical issue level reports summarizing the review, analysis and evaluation of a broad range of transportation challenges, strategies, and multi-modal transportation program activities covering a diverse range of organizational situations and conditions. 4. Ability to work with Federal, State and local partners outside the organization in identifying potential multi-modal transportation planning partnership strategies to be pursued by the organization and its partners.
