QUALIFICATIONS
• A Bachelor’s degree in Outdoor Recreation Planning, Landscape Architecture, Urban Planning, Geography, or a closely related field and two years of Professional Park, recreation, open space, pedestrian, equestrian and/or trail planning experience required.
• Requires knowledge of principles of trail planning, design, construction, maintenance methods and user issues; and principles, practices and methods used in recreation planning, equestrian planning, transportation planning and landscape architecture.
• Knowledge of development, real estate, and zoning issues and associated negotiation techniques.
• Must be able to apply planning principles to work assignments and develop creative solutions to trail problems.
• Requires ability to analyze and communicate (verbally and in writing) data and information to a non-technical audience and to work effectively with a diverse group of people.
• Must be able to analyze the impacts of development proposals on the City’s trail system.
• Must be able to establish and maintain effective working relationships with City Officials, trail constituencies, volunteers, other professionals, developers, other governmental jurisdictions, citizens and co-workers.
• Experience with geographic information system applications and/or coordination of volunteers is highly desirable.

RESPONSIBILITIES
Reviews development proposals for their impact upon the City’s approved trails plan and works with other City staff to request trail easements and improvements. Conducts on-site review and approval of trail alignments. Investigates trail problems and issues and recommends solutions. Coordinates with appropriate staff to refine detailed trail stipulations (trail design and construction standards, maintenance and dedication requirements, inspection and approval procedures) and refines plan review process to ensure compliance with the General Plan, zoning and other related ordinances. Updates existing trail design, construction, and maintenance standards. Maintains the City’s trail inventory database; assists in trail planning and development outside the McDowell Sonoran Preserve. Administers the trail signage program, performs small scale design of trailheads and trail related facilities; administers trail construction and acquisition projects; oversees trail maintenance projects and contracts. Participates in and/or represents the City at meetings with Boards, Commissions, outside organizations, and citizens groups. Prepares and gives presentations on trail-related issues at various Local, State and national conferences. Prepares professional reports, Requests for Quotations and Requests for Proposals for a variety of projects including trail master plans and trail/trailhead construction projects using a variety of media and presentation materials. Acts as “contract administrator” for such projects. Prepares applications for grant funding assistance for trail projects. Administers awarded grants. Ensures that trail development and maintenance activities on the trails conform to accepted standards and approved plans. Oversees and reviews trail design and construction and organizes trail activities, events and volunteers. Performs other duties as assigned.
